Remarks by the Captain Supt. of Police.

With reference to my Memo. of the 7th. of September, regarding the case against P. S. No. 3, McIver, in connection with the Wa Lane gambling scandal, I have the honour to forward herewith copy of a letter which I have received from P. S. McIver, in which he denies that he received any bribes but makes two such very remarkable admissions that I regard his letter as a valuable piece of corroboration of the evidence against him and against all the other European Police Officers whose names were on the list.

McIver states that P. S. Tang Chung and P. C. Yeung Fat were reported to him before he left on leave of absence as receiving bribes in his name and that he did not report the matter to me on account of an unsuccessful prosecution by him of an agent of the Opium Farmer who tried to bribe him in 1893.

He further admits that in the year 1896 for some reason or other warrants against the gaming houses in Wa Lane & Kwai Wa Lane were not issued so frequently although gaming was going on then; and then he goes on to say that
